Well, I haven't had much luck but here's one.
There's expertfile.com (although I've never received a speaking lead through there.)
Let me know if there are others you end up finding.
This seems to be a difficult space. The closest thing to a speaker marketplace I've seen was SpeakerSite.com. They shut down due to their inability to monetize effectively.
There are a number of sites that do variations on what you're describing.
The best of them, though it has issues and is far from perfect, is SpeakerMatch.com. Please understand that I am not endorsing the site, and I think it's not very advantageous to speakers, but it does match speakers with opportunities.
I'm not sure your motive in asking the question, but assuming that you are a speaker looking for opportunities, then the key is not in looking for sites like this, but rather to learn how to effectively market what you do so that when a meeting planner is looking for a speaker, your name comes to mind.
I have to disagree with the last poster on how speakers are selected. When a meeting planner is looking for a speaker, they usually know what topic they want, and often even have specific speakers in mind. That is why MOST speaking opportunities are never advertized, and why a site like you describe can compliment a speakers' marketing plan, but can never replace it.
Public speaking is a challenge to promote as third party, connecting them can be pretty simple I think but might require the service (hosting) site to look for events and the match from existing speakers... I say this because events don't typically have a topic or speaker in mind and is often whoever is available for the event, as long as it matches the events focus. So is a matter of matching per se but of promoting them to opportunities.. My opinion.
Speakers Bureaus have generally played this role. There even exists an International Association of Speakers Bureaus (IASB).

The route I'd take is to start researching conferences that you'd like to speak at. Find out where and when they occur. Look for a "call for proposals" — lots of conferences ask speakers to submit talk ideas. Find out who runs them. See if you have any mutual friends. If not, see if you can find a way to be helpful to them (without asking for anything in return). Building good will has paid me back many, MANY times over as a speaker. Look for local meetups. What is best way to get more speaking engagements?
Great question for anyone who has a newly published book and would like to hit the speaking circuit. I was once in the same boat and here is what I would suggest as the fastest and most effective method to getting your speaking engagements. You must be active on social media. You should give away small tidbits of your book in videos and join FB groups related to your topic. There are millions of groups that you can join which will give you instant access to the people you need to know. When I ran for U.S. Congress, I joined the political groups of my party. Your book was written for someone at some stage of life, so find the groups associated with their interest. I also hired someone to work for me 1 hour a day to make calls to decision makers of associations, conferences and trade shows. They would contact the organizer and send them the videos and one-sheets about me. Use free speaking engagements to build your brand. Take lots of pictures, record videos and use these pictures in your promotional material. Cut and splice them. Be sure to wear different clothing to each speaking engagement, so you can have the appearance of different speeches in the beginning It's always a great idea to have loads of books at any event to sell them after you speak. What are some typical structures for conferences that have multiple coaches/speakers selling from stage?
Hmmm... Is this a free or low-cost conference? I ask because attendees typically don't like paying good money for a conference and then being pitched on one's own services. If it's low cost and it's made known in advance there will be special offers, etc, then I guess that's okay. I've never seen an affiliate share in that respect. But I have seen coaches speaking either for free or a low fee in exchange for the ability to pitch.PH
