How do i handle gift certificates when buying a business?

Consider adding what is called a "Goodwill" this is the proceeds of what is being paid for that is projected outside of traceable assets in the business. Your situation is not typical use for business goodwill but i think it could be easily applied as it certainly adds value to future earnings and acts as branding for your acquired business.
I would recommend coming to a consensus of ratio of sales:gifts then claimed:non-claimed from that gift ratio. Because goodwilll applies to branding and market recognition, assuming the gift certificates have aged, the goodwill value of the gift certs have low value to seller and high value to buyer (as if buying at discount). This benefits the buyer while seller still gets some compensation for sales value added to the business itself.

my most basic approach would be to
TA = Total Asset Value
CC = % of Agreed upon Circulating Certificates
GR = Going Market Rate
GW = Goodwill Estimate
NW = Net Worth = Assets - Liabilities

TA/NW = Assets - (Liabilities+CC)
GW = TA - CC
GR (what you pay to acquire) = TA + GW

my approach only, I am not an accountant, I simply have an MBA and have simply general good understanding of your situation.

Do I have to pay federal income tax on a pass-thru one person LLC if I live outside the US?

In short No.
There are laws that if you sell to anyone within a particular state in the U.S. you must obey each state's tax laws. However for the majority of the tax laws the exception (loop hole) is in the digital services realm - where you can claim income as 'advisory / non-physical services' and not pay in any of the states except for your own. If you are incorporated in a particular state you do have to pay taxes there - regardless of where you 'conduct business from' you are operating out of PA.
I don't think you have to pay federal (unless your income surpasses their bracket which I think is $100k+ for those residing outside U.S. i.e. military contractors) But you do have to pay PA state income taxes that's why is wise to incorporate any form of business in states with the lowest tax brackets such as Delaware, Wyoming, Nevada...

When is the the right time to seek out seed capital?

Being there I have to say that once you have paying customers. Your venture's market cap can help determine the % of paying customers you might need to start pitching and be considered. With that said it never hurts to just approach a few angels, let them know what you have and ask for feedback on what they would "require" ultimately you have to please who is giving you the money... They all vary.

Are there any good sites that get results connecting speakers to speaking opportunities?

Public speaking is a challenge to promote as third party, connecting them can be pretty simple I think but might require the service (hosting) site to look for events and the match from existing speakers... I say this because events don't typically have a topic or speaker in mind and is often whoever is available for the event, as long as it matches the events focus. So is a matter of matching per se but of promoting them to opportunities.. My opinion.

what is gamification?

Great question! Not a lot of people know about this but is a technique used to help motivate others, particularly employees and team members for better quality, producton, etc... It pretty much harnesses the human desire for competition and makes simple management orders into a group effort through competition. Gasification I think has been used too by companies to entice greater consumer engagement like rewarding for more purchases or checkin in at different locations of the same business...

What time of year is best to host a technology conference for entrepreneurs?

Hello! i help organize and run several events here in Arizona and attend many more. In my opinion this is a loaded question and the best answer I can think of is that it depends in where you live and the agenda of the event. Here in Arizona there are a quite a few right at the end of summer and many more travel from out of town to the events and more as the weather begins to cool. in general you don't want to compete with other events relating to technology even if they seem to be "non-compete" because you force your potential audience to decide which can reduce your attendance..and you will also lose the opportunity of having that other host attend your event. How would you approach a digital marketing campaign for Tunisian 5 star hotel after terrorist attacks scared tourists away?

Hello! This is a great question! Very challenging and strategic. My name is Humberto Valle, I run www.unthink.me - a hybrid digital marketing team out of Texas. I think I know what brand you are speaking of. We have been helping SMBs for about 10 years across the globe. My focus is 100% Competitive Strategy.

With that said, I hope my feedback does bring you some clarity and perspective to the situation.
1. There needs to be a clear understanding on your behalf as far as what is marketing - because based on the situation, your "digital" strategy is actually more of a community marketing strategy and less of a marketing campaign - meaning you need to engage the communities around these locations in ways that allow you to create content that can then be used to promote through social media. I say social media because, again, you're dealing with communities.
2. You need a lot of P.R. - engaging certain key people from the most likely sources of visitors (what city/country/region does more of their guest come from before anything changed?) target celebrities, influencers, etc to share and engage with their properties or brands or content.
3. Publicity - You need some sort of public stunt - or multiple of them to get others to write about the parks and or the people involved.
If you run a circus and arrive in town, you may want to walk up the elephants to the Mayor's garden to step on the flowers and plants - this generates news coverage and articles - indirectly people find out that the circus is in town - this is publicity.
4. Meanwhile, this is happening or being planned you are heavily investing in social media such as Instagram, Facebook, and twitter - each of these platforms has its own strategy and may or may not be ok to duplicate content through out.
5. Ultimately your goal is to change people's perception of what happened, make them forget, or at minimum influence their value chain - so that they consider the likelihood of another attack versus having a great weekend retreat.
We have been part of and seen a big coalition like the one needed here for Juarez, Chihuahua, Mexico.

This city was a major crime and cartel killings for many years, sparing no innocents and killing many young women as well. The corruption was at its worst in the nation, people from across the border in Texas stopped traveling causing major loss to the Mexican city. Families wouldn't visit each other, major restaurant chains literally picked up and left their city and opened across in the U.S. side abandoning everything they had. Now through consistent messaging and efforts - people are beginning to return and shop, visit, etc.
