Get out there, as entrepreneur you are already required to step out of your confort zone and one of the reasons is to find others who value and join your ideals as well as possible evangelists.
Find networking groups or co working spaces that will provide you with valuable interactions with those in your area of insteret. There are also a ton of CoFounder matchup websites where you can post your profiles and find a "soul mate"
For a bit more control, create your own MeetUp group for specific interests that will yield a potential cofounder.
Your chances in finding a committed cofounder amongst a list of applicants are very low because of the nature of their job search and your startup abilities to provide job security and great pay (unless you have great funding already) so you are better off looking out for those already interested in startups or have both experience and free time besides loving your idea.
