There are two questions here:
1. How do I ensure appropriate permits for my building?
2. Where do I find lease agreements for renting my building?

You're best place to ensuring proper permitting is the City of Rockville, MD website: http://www.rockvillemd.gov/index.aspx?NID=1165

As for making sure your leasing agreement to your tenants is strong I would contact local attorneys who specialize is commercial properties. This is a much better than copy and pasting a template online. I admit they are difficult to interpret.

On a side note, be sure you are updating your leasing agreements every year to ensure new laws are taken into consideration.
