With more than a decade of experience in top services firms (Technology products and financial products), being an ex-VP in Client servicing area, and realizing the impact good client servicing can have in keeping and growing your brand- I do know what you are talking about! The sectors which I feel need the most are- new/few years old startups (specifically service startups), they are so busy managing acquisitions, that they are forgetting servicing and retaining their already existing customers despite knowing that switching costs for these customers are ZERO and their competitors- many! Also, telecom & product support companies are lagging in this area. Hope this helps. This is a great focus for your training practice. I've built several professional services practices, many of which included training (aka, change management) as an important part of broader strategic change. You can think about a couple of questions to help you answer your question:
1. Who have you done this type of training for already and what sector are they in? Staying within your current sector is a good string to pull on to find similar clients. As a buyer, one of the first questions is "have you done this in my industry before?" This does not say you have to stay within as sector but it's something you will probably need to address.
2. Where do you live? Consulting is a local business unless you are with a global consulting firm with a big brand name, such as, McKinsey, BCG, Bain, or the training equivalent. So, put a 50-100 mile radius around your hometown and look for companies within that radius.

Does your training include a special a method or application for Client Care?
Is it one off training or continuous program with achievable targets? What is the impact after you change the mind set from customer to client?
If I was in your shoes, I would develop a bulletproof method/software/etc... for managing customer relations, train establishments and contract them for a period of time with full commitment to increase their overall client services.
There is no "best prospects", every business needs customer care..
Sure there are best sectors for any type of business. Pick a lane (niche) and get in it. Don't change the sector until you have mastered the first one unless an incredible offer is presented to you.
Which niche do you pick? Healthcare? That is up to you. Go with your passion on the niche because you can never be guaranteed of profit. However, profit comes more easily to those who are passionate about what they do.
