As Senior Network Systems Security Administrator at Golden Gate University, Cesar led successful implementation of innovative information technology solutions. For example, he led the pilot projects for virtual desktop solutions when the technology was just emerging.

Cesar recognized the value of employing this technology for classroom instruction: the classroom system configurations across a wide range of subjects and faculty teaching styles could vary dynamically from class period to class period.
