Where to find introductions to Institutional European/Middle East Pre-Seed Venture Capital, PE, Investments, Grants (Donations) Capital Sources?

Hi, I'm looking for some help with introductions by those who could help me to get in touch with the partners of the rights departments of institutional capital sources based in Europe and/or Middle East. Does anyone know any solution to this? I tried to directly contact many firms on my own during my pre-seed idea of gigantic revenue potential backed by agreement for a partnership by top-tier global consulting firm. Additional problem is that those largest institutional investors (e.g. Allianz, Blackrock, Blackstone, Amundi, etc.) don't have a feature to submit a pitch deck on their website so it's even harder to find the right point of contact.
