I would suggest Ireland. The workforce is educated and hard-working. They speak English, which is critical for international work. Very favorable tax structure.

The best IT security company is Russia, Kaspersky Labs. Russia has an honest work force, particularly the young generation that never knew the Soviet Union. Corruption when dealing with government entities is a burden but not that much worse than any western country (unlike what western media states) and there are very strong initiatives to fight it...reporting structures, etc. Corporate taxes are 20%. Social taxes (pension, etc) are 36%, salaries on average (outside of Moscow) are $2-3k for expert software developers.
Weather is not bad, central European Moscow is no worse than NY state in the winter, while summer temps tend to be in the 25-32C range. Southern Russia is subtropical, think along the lines of Sicily or South Carolina/Georgia.
Education is excellent and free. What my kids get at a state school you would pay $2-3k/month at a private school in the US. Private schools actually tend to have low education, they are for the rich dumb kids to buy diplomas.
