I work with someone who used to work for a municipal umbrella organisation of Canadian municipalities. When I want to sell to municipalities, I rely on his contacts. This is one of the fastest and easiest ways to get in front of them.
I suggest finding the right person to help introduce you to the organisations and to help hone your pitch beforehand to increase the likelihood of success.
The political process and sales effort is different from consumer or BtoB sales efforts and, as such, I wouldn't directly pitch them based on my other business models or sales models.
