Normally Banks will automatically charge wire transaction fees. But there is no way the respective banks ask for Western union money transfer fees, So probably that's a scam.
Kindly call up on your bank and verify the same at your end.

In my experience generally this depends on the financial regulations in place in the country of receipt of funds. i.e some countries do not support western union etc. This would also depend on the regulations in place regarding the amount being transferred as certain amounts might cross the threshold of AML activities.
