I live in Holland and want my brother to migrate here. There are job offers but because he is outside EU it is dead end. He needs a civilservant number (BSN) then he can work. He also has one of the three most sought jobs experience they need here on tecnical field. Can you help please.

I know South Africa has a critical skills list on our department of home affairs website for people who want to come here. Maybe Holland has the same and he can apply for a work visa and then explore his options once there?
Through my experience in immigration he can try to find multiple ways to come to Holland like find a job online websites like Indeed.com or you can make deal with any business owner there to bring him in a contract or come by student Visa and after arrival he can get a work permit and change his residency reason.
