There is good cost arbitrage between India which is a developing country and a developed country like the US or UK. I need to find agencies who are looking to outsource part of their operations to small businesses like mine.. this is a win-win on both sides. But the question is how do I find such partners abroad and initiate discussion ?

There are couple of ways i suggest it based on 15+ years I have in building offshore teams in Asia
1) India is becoming for start-up Hub now. If you want to start small, you can start searching for these companies by technology expertise you can looking for like Data Science, ML etc. You will start seeing search results with new and upcoming agencies. These are companies who are hungry for success and will literally do major development work for small prize..
2) Then there is big fish in tank but still low price . You can partner with companies like TCS , Info and Wipro and try doing a T&M 1 year contract and see if they can offer you right expertise before investing big
Like i said above , India is a IT hub , if you contact any of these companies , they will contact you immediately with proposal but there is no shortage of talent there.

Hello, Congrats on creating your own agency. Software developers and clients often speak 2 different languages and your job is to communicate between then effectively. For your questions 1. This can happen, the agency is the project manager. Manages requirements, user needs, spec document, milestones, payments and everything outside coding. On the next project, they will see your value. 2. I would not mention it, it gives you less flexibility, if you have to change teams or something happens. I don’t see a reason for mentioning it 3. Everything outside the coding - getting clients, creating the spec document, customer care, making sure project on schedule and budget, launching the product, working with design teams 4. The most value a agency can provide is what I call a brain. When things go wrong (and they will) who can solve that problem. The programmer will hit some tough spots in a project and come to you to solve it. You need to know how to handle it and keep the project going. Now if the client worked directly with the agency, this is where your value came in. Are there any taxes in the USA for outsourcing software projects?
Generally, no. If you're a U.S. based company, you may outsource the development of your software development projects, or the creation of your intangible property. Payments made to non U.S. persons or companies that are performing the work outside of the U.S., should provide you a Form W-8BEN or W-8BEN-E to evidence their non U.S. tax status. If you don't collect this withholding certificate, you may be obligated to withholding taxes on the gross amount of payments submitted to the India company for their services.JK

Should I allow external clients to conduct a technical interview of my employees, as we are an outsourcing company?
If it's a client you want to work with and this is part of the client's requirements then yes, you should allow this or politely decline the business. The client has the right to ask for anything and you have the right to approve or decline. I ran an offshore software services company in Costa Rica after being a Division Manager at Cognizant and now I advise and work with 50 software companies in 25 countries and this is a common request that is complied with. This isn't to say you shouldn't make the reasonable argument that it is preferred that interviews are conducted just with team leads who will then vet and manage the rest of the team. Even though you recruited, vetted, hired and trained your employees, the client wants to validate that your standards and definitions of capabilities are in line with theirs. That is a reasonable exercise assuming you want the business and you feel that this investment of time and validation will lead to a long, fruitful relationship.AH
