What software do you recommend that will enable me to use English VTT files as the source to translate other languages into VTT files for subtitles? Ex. Existing English VTT files to exporting new Chinese Translated VTT files?

Are you asking about software that translates the files for you? If so I wouldn't recommend using software translating anything. It's never really accurate.
My recommendation for translation would be to find someone on fiver or another freelance website do that kind of work. Make sure they are familiar with the VTT file format, they are proficient in the language or languages you want them to translate to. Also make sure they are proficient in the English language as well.

What free tools do you recommend for editing videos for Youtube?
ScreenFlow on OSX (Mac) works fantastic + will only set you back $100. The real perk with ScreenFlow is rendering, as ScreenFlow is a true multithreaded codebase, so will use available cores on your machine to speed up render/export time. Also ScreenFlow far surpasses FCP + Camtasia for audio quality.DF

What is the best YouTube video editing software to start out using?
Hello and good day! The good news is that we are living in great times to produce our own videos. When I first started we needed to spend at least 20k-100k to edit professional-quality video. Now we can produce quality videos with apps that we may already own. The best software tool I would recommend to start editing is Apple’s iMovie. It is a very powerful tool that is actually easy to use and learn. The video linked below was edited with iMovie on an iPad. iMovie is already included in most of our devices. Once we learn iMovie and want more advanced features we can move up to Final Cut Pro which is Apple’s Professional editing tool. There are a lot of similarities between these two apps so the transition should be easy. The good thing about Final Cut Pro is that it is a one time charge, so there is no Monthly fee as with other tools and we get to save a lot of money in the long run. However, depending on the complexity of your videos, you may not even need to use Final Cut Pro and just stay with iMovie. I hope this helps. The purpose of localization during translation is to adapt your text to the needs of a particular language or culture. After a document is localized is should have the “look-and-feel” of the target language. It should appear that the information was actually written or developed within the local culture. Consider the following translation of a document from Japanese to English. You want your document to meet all of the rules of the language, the culture, and the region.
