depending you target education application (medtech, mechtech, early stage....) and age i would consider for example Gamar/Rovio/ThingLink (angry births guys) and for other Alchemy/discoveryVR.
For resources i would recommend FBdesign,VRTO,github if you code .Let me know if you need more

How do you sell a bulk quantity of an iOS/android app?
Hi there, I'm afraid that the only possible way is through promo codes. If I am not mistaken the person who wants to buy your app in Bulk wants to give it out to patients individually correct? Not that it is a hospital or such where they could simply use the same apple ID to login and put it on all their devices. From my experience the only solution is through promo codes unless you release the app for free and approach a different monetization model. If I'm looking to create a mobile app for my startup, should I first hire a designer or a developer?
Designer. Specifically a UX "designer" as you say, who doesn't just draw screens, and won't draw any for weeks or months. They will not just use their knowledge but will go out and talk to users, observe how they solve the same problem today, and help create the scope of work, and design the basic functionality. If you hire a developer first, they will build stuff that may or may not be of any value. If the company survives the first few rounds of building the wrong thing, you are still spending a hell of a lot in rebuilding, re-marketing, etc. etc.SH
