Many popular social media platforms have advertising platforms that can be zeroed in pretty well. For example, Facebook would allow me to select, "People traveling in this location" and then India as a country or specific cities within the country.
I wouldn't just assume that Facebook is the end all be all answer for your question though. You should do some research on which social platforms are popular in India right now and then explore those for advertising opportunities. How do you attract the press to write articles about the launch of your product?
Most people -- regardless of their company or product -- go about attracting press the wrong way. The publications exist to provide value to their readers and increase their own readership. Rather than proclaiming how your product is the most amazing thing since sliced bread, think about it from the publication's point of view. How will YOU help THEM solve a problem for THEIR readers? Secondly, do your research on which author/contributor/editor/writer to contact. Not all cover the same topic, nor do they all have the same interests. What may be appealing to one may look like spam to the next. Understand who on staff covers your industry or similar products. Look at what features they highlighted in other product/service reviews; these are the issues they feel are important to their readers. Help them solve THEIR problem and they'll write about you all day long.SN

Dirt simple approach, I've used with several of my Travel Agent clients. 1) Determine your most lucrative destination (highest commissions for you). Say... Germany... 2) Determine starting point of most people visiting your destination. Say... Auckland New Zealand... 3) Run a Facebook Ad campaign targeting Auckland residents + pixel people clicking on your Ads, so your Ads stalk them. Simple. Cheap. Effective.DF

Is this a viable business idea?
You'll need to learn more about, and better define your two personas: A) The type of company willing to pay for t-shirt based advertising B) The type of person that will to wear it. To do this you'll need to access communities where you think those personas would hang out (either online, or in person), and ask them questions (via an online questionnaire, or in an in person interview) that will allow you to characterize the types of people / companies that would be interested. Once you have your two well defined personas you can better design and test your initial service around them. For instance, maybe you've realized through your research that only bars are interested in your service, and maybe they're only interested in women wearing their advertisements. Meanwhile you might have also found that only men would be interested in wearing the advertisement shirts. In this case the idea would not be viable. However if you find personas that do match, and there are enough of them in existance (big enough market), and/or they're interested in paying enough $ (enough to pay for the t-shirts, and your rent, and cleaning, and occasional lost shirts, etc.), then it would be viable. Not _necessarily_ the next big thing, but definitely viable. Let me know if you'd like more detailed advice with regard to conducting interviews, designing questionnaires, how to access potential customers, or even if you'd just like to brainstorm on it some more.
