What technology/framework should I use for a iPhone app that converts photos into pdf reports?

I am getting an iPhone app outsourced that will take a number of photos taken from a camera within the app and convert it into a pdf report. It will also add some text, timestamp, and format the photo size while converting into a pdf document. What framework or technology will best achieve this before I approach developers to build it?
