MenuIs it possible in woocommerce to display Shipping methods first on the checkout page?
And based on options (local pickup / shipping), we can control which fields to be displayed for billing address? As I dont want to force my customer to enter full address if he is opting for Local Pickup.

Yes based on the hooks and templates in WooCommerce you can customize the flow of checkout to be anything you want. I know that's a simple answer but most things you can think of can be done in WC. Even pulling in live shipping rates via an API to FedEx, USPS, UPS, etc...
You first have to create Shipping zones and add shipping methods specific to those zones. Now as soon as you enter the address on the checkout page, WooCommerce searches for that address in all the zones, and if matched display all the shipping assigned to that zone.
Or you can try this also:
Under WooCommerce/Settings/Shipping zones clear the 'Zone regions' then under shipping options/ Calculations uncheck both:
"Enable the shipping calculator on the cart page" and
"Hide shipping costs until an address is entered"
By default, the WooCommerce checkout section doesn't give you the option to use a shipping address. Well first off I wouldn't recommend trying to power your client's database with the standard WordPress database instance. They can use WordPress for the website all they like. But with millions of records like that, you really don't want to move those data in with WordPress. For that matter, you're probably gonna want a dedicated database server to answer those questions, if the client doesn't already have one. You might also need to investigate something like Elastic Search, depending on what your search requirements are and what sort of database they are using (pay close attention to whether or not it provides full text search ability). Beyond that, and somewhat obviously, you're also gonna want SSL on the website and to make sure you're up to date on federal and state privacy requirements for data like this, as well as best practices for securely transferring data over the web (port configuration, ssh keys, etc). The privacy concerns would raise a flag for me. If those data have anything personally identifiable in them - which they very probably do - then you're really gonna want to make sure you do your research on security of personally identifiable information. Government specific privacy /security /auditability requirements may also apply, so double check that too.EV

It's very important. (first, read this article by Josh Breinlinger - http://acrowdedspace.com/post/47647912203/a-critical-but-ignored-metric-for-marketplaces) The way you achieve success in a marketplace is by driving liquidity for both your supply & demand. Demand-side Liquidity = When users come to your marketplace, they can achieve their goals. Supply-side Liquidity = When supply comes to your marketplace they can achieve their goals... which are almost always to make money. If you're making a large amount of your supply-side users a full-time income, then you're helping them achieve liquidity. Now it's not so black and white and it doesn't always have to be a "full-time income." It depends what their goals are. E.g., 1) At Airbnb, renters aren't looking to quit their day jobs and become landlords full-time... they're just look to earn a substantial amount of income to offset their rent, mortgage, etc. So in this case, I would probably goal on # of renters that earn >$500 / month... and (in the first 1-5 years) try to grow this number by 10-20% MoM... and maybe by just 5% once you're in the mid-high tens of millions in yearly revenue. 2) At Kickstarter, the goal of the supply-side is to get their project successfully funded. They don't care if the project creator is "full-time"... they just want to make sure they meet their funding goal. This really depends on the type of e-commerce platform and the platform on which it is built. For my e-commerce clients, with less than 1,000 products, the best business plan reference book would be The Success Principles by Jack Canfield. However, you must first understand the triggers you would need to captivate and persuade your audience to purchase. For that, I would recommend Fascinate by Sally Hogshead. When you start to get into the larger e-commerce retail websites, you run into more dynamic data and database strategies to ensure that your website runs smoothly and can be indexed by the search engines properly. The book recommendation would depend on what platform your website is built. However, Don't Make Me Think by Steve Krug would be a good starting point as the business plan would be contingent on the flow of the website and customer purchase power.
