Greetings,
I am a brand and marketing consultant, and I am working on a strategy where I would work with top agencies in Eastern Europe and in the States up-selling their work to my clients. But in order to really make this happen, I need great work in my own portfolio, on my website.
How can I convince top agencies to let me use their portfolio? Is this something anathema for top agencies?
And to be clear, I'm not talking about global agencies like Landor or Interbrand; just small-medium-sized agencies who are very talented and do high quality work across a number of media, including web development.
I would basically sell their work as a package to my clients, after I finish the up-front consulting phase. I give them a flat fee for a package of services including primarily branding and web, but other media as needed.
And finally, I respect great talent. I would certainly work with the agency to make sure that we found the sweets spot where they feel respected and I make my margins.

As the former owner of a web design shop, I can see the appeal of a program like this.
The biggest reservation I think a shop owner will have is understanding how you will treat their clients, what expectations have been set, and how much damage control they will have to manage if something goes sideways.
Your best bet will be to establish a relationship with these owners so they understand your customer service philosophies, approach, and communication style.
