I'm looking for an off-the-shelf type solution that I can use to get a small community of users together to get their feedback on key areas of development of our online product. I'd like to have forum capacity, up/down voting, feature suggestions and ability to comment on UI designs.
I don't want to build out a solution for this, but hoping for a SAAS product that could help with this.

Depends on what kind of product you're building, and specifically how you'd like to engage with your users.. but I'd recommend using tools similar to UserVoice, GetSatisfaction, etc.
