With regards to the medical Industry my role is that of a project manager to ensure that the health care provider operating procedures are consistent and meet acceptable international standards without breaking local laws. This is achieved as follows: Review current operating procedures Where applicable update current operating procedures Also, if required write new operating procedures Ensure that the new and revised procedures comply with local legislation Review the updated and new procedures with the project management team Teach the updated and new procedures to the project management team Hold lectures on any items that are new or have been revised (in many cases this was the identification and management of risk) Install the new procedures Audit the new processes that have been installed Invite a qualified organization to carry out an audit on the health care provider, if this is successful then the health care provider is issued with a certificate. I project managed four international accreditations, that included a large hospital to a small ENT clinic, all projects were a success. I have also worked on: Producing financial business models for two new hospitals Assisted with the overseas development of a IVF clinic Lectured on risk lectured on financial awareness Worked on the development of various training programs targeted at staff working for health care providers Assisting with the development of medical tourist company SMEs With regards to SMEs, I have worked in the following areas: Alternative energy, I was requested to produce a financial business model and business plan Haulage company, I worked on producing a business case for the investment into new lorries Farming, worked on process mapping for the company with regards to international trade finance Worked for an accounting firm assisting their clients with corporate finance Prior to the medical industry I worked in banking and finance, where I held the following positions Operations manager and finance director to several UK banks Assisting with the opening of Vereins-und Westbank in both Estonia and Lithuania Working with several Russian banks including Vneshtorg Bank assisting with the installation of a variety of systems and teaching various elements of finance. Fujitsu as their banking consultant OTP as a consultant on the centralization of their systems Opening a banking Consultancy company for PMI Working with a Lloyds broker in SPB Skill Highlights Financial Analysis Financial business modelling Strategies Corporate finance Project Management Risk control Business process reengineering Project finance Implementation of systems Business analysis Design of systems Treasury Business development Writing and designing policies and procedures because within the processes risks become apparent. Work Experience Ukraine (2005 to date) The Ukraine projects have been broken down by two sectors Medical and Finance including SMEs many of these projects overlapped therefore showing dates would not help the reader. Medical industry Some of the projects in the medical industry related to obtaining international accreditation for the health care provider, an overview of the process is as follows: Review current policies and procedures (PP) Write new PP’s where required Update current PPs to reflect international accepted standards taking into consideration local Government legislation, international standards cannot override the countries accepted policies and procedures. An example is a DNR notice (Do not resuscitate) which is acceptable in many countries but not Ukraine. Train the staff on updates and new PPs Implement updates and new PPs Audit the updates and new PPs Heart Center Project managed the international accreditation for the Kyiv Heart Center, the project duration was three years and concentrated on: Policies and procedures (as mentioned above) Training staff Design a new patients record system plus test and implement. The existing record keeping was mainly manual (this was a Ukrainian legal requirement) but not acceptable for international standards Once the above had been completed auditors from the medical industry reviewed the processes and signed off that the hospital was operating to acceptable international standards. The project was a success. ISIDA Clinic (two occasions the second accreditation two years after the first) ISIDA is an IVF clinic, who required international accreditation, I project managed the process on two occasions, and concentrated on: Policies and procedures (as mentioned above) Training staff Once the above had been completed auditors from the medical industry reviewed the processes and signed off that the hospital was operating to acceptable international standards. Both projects where a success. ENT Clinic Carried out a successful international accreditation process on a small ENT clinic that was using natural remedies which had created 20 years ago. The ministry of health in Ukraine had advised hospitals to use this technique as it did not involve a tonsillectomy procedure and was therefore more suitable for children. The process was as follows: Policies and procedures (as mentioned above) Training staff ISIDA Clinic overseas development Where possible I have always encouraged strategic partners and strategic investors, ISIDA decided to follow the route of obtaining and working with a strategic partner. The partner initially chosen was IVI, a worldwide organisation, however ISIDA wanted to work with the UK based clinic and an initial agreement between the two organisations was reached. However, before IVI could work with ISIDA permission had to be obtained from the UK Governing body HFEA. I was asked to project manage these processes which was as follows: Ensure the policies and procedures of HFEA (UK governing body) are incorporated into ISIDA’s current policies and procedures. Again, where required update policies and procedures plus train the staff. Invite representatives of IVI to visit the clinic and carry out an audit The audit was a success, I then suggested to IVI that I produce a document that mapped all policies and procedures required by HFEA to the policies and procedures in ISIDA, many of the differences related to Law. However, Covid was now a major issue and travel was being restricted, therefore ISIDA decided to postpone this project, until in their word’s things returned to normal. However, I did send the document to people in the UK who thought it was a good way forward for any clinic that wanted to form a cooperation agreement with a foreign clinic, as it demonstrated compliance (where possible) with the foreign clinic. Cancer Hospital (Ivano-Frankivsk) A group of sponsors wanted to establish a new cancer hospital in an existing building, and they asked me to produce financial model / project plan that would enable them to understand the financial viability of such a project. Although the project was an excellent idea, one of the main risks was obtaining staff capable of using such equipment as a PET / SCAN, staff would have to be trained and the whole process would have to comply with IAEA requirements to which Ukraine is a member. Without going into too much detail the project life cycle (due mainly to staffing) became unacceptable to one of the stakeholders. Children’s Hospital (Kyiv) I was requested to ascertain the ability of the hospital to run its own bank account, and at the same time to introduce to the staff the concept and workings of an international accreditation and the recognition of risk within a hospital. The hospital did not have good financial control, therefore, to run a bank account would require a considerable amount of training and understanding. As an example, currently HR collects and keeps all information relating to salaries, and at the end of a given period the information is sent to the ministry of health, who then passes the information to the ministry of finance who in turn makes the payment. At no time does the hospital become involved in the management of finance. General Hospital (Kyiv) This was a new hospital to be constructed in Kyiv, I was asked to prepare a business plan for the hospital, unfortunately the crisis of 2008 occurred, and the project was cancelled. Various I have given several lectures on Risk in the medical industry to: Companies in the pharmaceutical industry Government Hospitals Conferences Banking and Finance and SMEs Dorsum Recently signed a contract with Dorsum (wealth management system) to assist with sales and Implementation of their system. PMI My first role in Ukraine was to establish a representative office of a UK consultancy company, also to set up agreements with organisations such as KPMG OTP Bank I worked with OTP bank on the design of their branch network, my main task was to review the IT structure for consolidation. Auditor AEEA (American Employees Association) I was appointed auditor of the AEEA, a very big plus to this role is that I was investigated for about 4 months, to understand if I had any current or past undesirable associations. Director British Business Club Ukraine My main role was to establish relationships between Ukrainian companies and overseas companies, also to give advice on investing. Teaching via the British Business Club Ukraine My main role was to teach groups of Bankers (sometimes advise) various banking subjects and issues that the groups found interesting. Alternative Energy I was requested to produce a business plan for investment into a Biomass production unit, I took my plans to the EU, who gave me an introduction into two banks, they also asked me if they could use my plans as a standard to follow for other SMEs in Ukraine. Funding was found so the project was a success. Education Produced a business plan for an education organisation, funding was also obtained. Farming A group of farmers asked me to review their business that sold a variety of seed products to brokers within Ukraine, their main idea was not to sell on the internal market but to sell on the international market. I explained the international trade finance, plus how the contracts would change and the various delivery terms that would affect the price. Obviously, the payment risk had to be considered, therefore in my view they would need to operate using LC’s. Accounting firms Two accounting firms outsourced work to me, mainly business plans, businesses cases, required by SMEs such as: Sunflower oil producer Small bank, main clients came from the agriculture sector Fish oil Haulage Company A haulage company required a business case for the leasing of dumper trucks, finance was obtained from Ford leasing. RUSSIA 2004 to 2005 Consultant potential sugar refinery My main role was to produce a business plan for a new sugar refinery, the main player involved with this project was: Tate and Lyle technical assistance Sudaco heavy equipment and potential part funding of the project from India Atlantic law The project never succeeded although all parties believed that it had considerable potential. ESTONIA 2004 Consultant toVereins-und Westbank AG My previous project with the Bank was a success and they requested that I assisted them in Estonia, my involvement was to: Assist the bank in opening its new branch in Estonia Implement the banking system Train the staff on the system Train the staff in all operational aspects of bank including financial control Main areas of emphasis Financial control, Commercial lending, treasury and Retail Russia 2002 - 2004 Consultant Setting up a branch of a Lloyds broker the main purpose was to concentrate on project finance Strategic planning Project finance, producing business models, business plans and business cases in a variety of industries Financial control and operational banking consultant Lithuania 2001 - 2002 Consultant toVereins-und Westbank AG Assist the bank in opening its new branch in Lithuania Implement the MIDAS banking system Train the staff on the MIDAS system Train the staff in all operational aspects of bank including financial control Main areas of emphasis Financial control, Commercial lending, treasury and Retail Russia 1999 – 2000 (Based in St Petersburg) Consultant to System Access working with Bank Petrovskiy Consultant for the implementation of the Symbols system responsible for: Advice on accounting Capital markets Corporate finance Business analysis Business process reengineering Customization of the system London and Russia 1993 – 1999 Based in London Consultant to Die Erste bank responsible for Review of operations with recommendations Review of system with recommendations Business analyst with recommendations Writing policies and procedures for the bank Review of accounting with recommendations Based in Moscow Consultant to Menatep Bank Moscow Menatep bank had developed a new banking system; it was Anthony’s responsibility to: • Review the system and recommend enhancements • Test the system Based in Saint Petersburg Consulant to ICB Russia • Help to develop a banking strategy • Advice on international accounting • Give advice on the operations and procedures of the bank • Business analysis • Assist with the plastic card projec Based in London and Central and Eastern Europe 1993- 1996 Banking consultant to ICL ICL had purchased a core banking called bankwide from a company called FOREX advisory services, Anthony had written the business specification for the system and worked on most of the design. Therefore ICL required Anthony’s services to assist with the marketing of the system.
