Passing-judgment is ranking people on a scale of good-to-bad or classifying people in some similar way. Not passing judgement is not doing that. I generally don't do it. I tend to be pretty non-judgmental person, and when I'm being non-judgmental, that means I'm not ranking people on a scale of good-to-bad.
