Which Email marketing software is effective and cost effective for start ups to reach corporate decision makers in the US?

I have a B2B services start up and currently i am the only employee. I intend to generate leads by creating email campaigns (plain text prospecting emails) to reach out to business decision makers in US mid market to large companies. In the beginning i am planning to send about 500 email per day and being able to track reports, unsubscribe option and re target those who don't respond. Also concerned about my IP being blacklisted to SPAM or mails getting delivered to SPAM folder.
