Menuwho should I ask for help? What kind of person can help me and where could I find it?
I have 2 problems to solve: 1) I created a simple algorithm at a theoretical level, having a certain number of incoming variables, it gives me a different answer every time I change these variables. a sort of software decision maker with the aim of finding the best answer in a context of several variables.
2) once the algorithm has been created in a programming language, I have to create a user interface that can connect users "clients" with this algorithm .. who is the most suitable person to build a site and/or a mobile app to be able to interface with this algorithm? where do i find this person?
ps: I expect answers like "you should contact a programmer specializing in" X ", and you can find it on the site" Y ".. what I'm looking for in this context is ONLY" X "and" Y…

You've received good advice. I'd just add one thing. We recently interviewed dozens of developers. After narrowing it down to a handful of individuals that had personalities and resumes we liked, we paid a developer friend of ours a few hundred bucks to interview the developers and thoroughly vet them from a technical standpoint. It was well worth the money to have someone more technically skilled than us contribute to our due diligence on the candidates.

Would like to build a better search engine for business results (not searches for Katy perry).
I always feel the next step once you have an idea is to validate it by creating something simple that you can put in front of someone, so they can review and give feedback. This can come in different forms 1) Verbally describing the solution and getting feedback from target customers 2) Design simple 1 page brochure to describe the solution and it's features. 3) Clickeable prototype using Keynote, Balsamiq or other. You don't need to build a working solution ... first start on defining what the problem is, and see if anyone cares. The key to doing this right, is: 1) Don't tell them it's your idea, say it's a friends project and your helping him collect feedback. 2) Only get feedback from your target customer (i.e. Entrepreneurs, VP's of Marketing, etc) - whoever is going to use or pay for it. 3) DONT SELL. If they don't like it, ask why - but don't sell the idea. Your goal at this stage is to learn. Another tip if you're up for it, is to ask them to give you $20 for early access. Most people don't have the guts to do this, but it's the fastest way to know if you're truly building something of value, or a nice to have. I had an idea for an app I wanted developed and I found a developer that already has a loose working concept. How do I approach him to partner up?
I think it's important to understand your business goals before jumping into app development. Have you created a Lean Canvas or something like that? Do you know who the customer is and what they want? Has the developer built anything that they can show, even a mock-up or prototype? It's tempting to jump straight to building your idea, but I would caution you to think very carefully about the product/market fit first, doing some customer development, before you build too much. And, if you're on board with that approach, it's a great way to start the conversation with the developer, in terms of their willingness to also validate your assumptions before writing too much code.

Within those years I got some exposure to the world of software developers and had the opportunity to work with more than a dozen different developer teams from 3 different country. The answer to your question depends on what you mean by best developers, but in general you'll find most of the best developers already working for the best companies for developers. Those companies already did the research, hired the best developers, gave them interesting and challenging problems to keep them motivated and offered compensation accordingly. To find places with high density of the best developers find which office locations Google, Twitter, Amazon, etc. hires developers at. To find individual developers go to places where they hang out, sites like http://stackoverflow.com, http://quora.com, http://github.com. You can also find highly qualified freelancers at http://toptal.com and http://upwork.com. It's also worth visiting local meetups for software developers or events like Startup Weekend and meet the developers face to face (http://meetup.com). Once you have a pool of potential candidates, put them to a test and get them write a small code/application for you. That way you'll learn about their actual coding skills and will also have a sense on their other skills like communication, problem solving, etc. It's a good idea to get an experienced developer to do a code review on the sample code the candidates wrote, to make sure the code is well organized, efficient and maintainable.
