I would like to know who are the decision makers within a digital organization ( digital marketing mobile / web app , IT ) shops who make the decisions about hiring an agile coach or training and decide to bring him in.

Any Scrum Master or Team Member is keenly aware that they are expected to deliver software each and every iteration that provides value. Reporting, measurements, and metrics are vital part of that effort, which going forward I will just lump together in only one term called “reporting”. Some of us already know that reporting has been with us since before the dawn of software. We need reporting to help guide us, to alert us, to inform us when a change or course correction is needed. Without reporting we are running blind in the dark. Whether the organization you are working in runs 2, 3 or 4 week Sprints, reporting is as necessary as breathing air. Reporting is the direct result of the inherent need to measure, digest, and understand key data for decision making. In Agile, that reporting part must be quick and easy to get, read, and understand. Add to this the fact that in Agile you do not have time to build reporting during the execution of any iteration. That has to be already setup and available before the proverbial gun goes off at the starting line of the Sprint.
There is no black and white answer to this I'm afraid. It's down to the companies discretion. Typically upper management or line management will make the decision but will seek the advice of someone within the organisation that is familiar with some aspect of the agile methodology
Promotion, price, and the right time Will definitely help you to sell training services, you have to focus on finding the problem for those individuals, and then provide a solution in the training, in order for them to actually buy your services

How do you get your first customers for a consulting business?
Back when I started LinkedIn wasn't as huge as it is now. I wish it was. I didn't have a large network and those networking sessions NEVER brought me any clients. I used to go to all sorts of them hoping to get clients. There were a couple of nibbles here and there, but never anything serious. The only thing that helped was reaching out DIRECTLY to people in my target market. That meant cold calls and cold emails. I'd sell myself while thinking about their needs. Once I got a few bites I'd build good rapport by keeping in touch, asking questions, repeating back what they were saying so that they knew I was on the same page and kept my promises. If I said I'd call them back next Tuesday at 2:15 I'd do so. Eventually I built trust with them without having a network, or an insane amount of experience. Oh and the most important thing about consulting is to LISTEN. When those first clients notice that you're truly listening and you're not selling the cookie cutter solutions everyone else is trying to sell them that's when you got them hooked. You start to understand their problems, fears, and see through their eyes and not just yours. A network will help, but in the beginning just good 'ol salesmanship will get the ball rolling.JC
