Have you tried AdWords and a website/landing page for you or your business?
I know a company in Brazil that is doing exactly this:
* They have a website/landing page setup that explains how they charge for the application and has a call-to-action button to ask for an evaluation of the project the client have
* They have thought and described a way to evaluate projects roughly so that the client may have an idea of time / costs of the project
* Their website has images of applications they have developed before in a portfolio
They are doing great, actually they have more people asking them projects than they are able to develop and they started rejecting offers.
A friend runs a site called "Contract IQ" (www.contractiq.com). Suggest you list yourself there and find other such avenues to showcase your prior work so clients can find you!
Once you're good they usually come to you...
You might want to try reaching out to existing business in your area but it depends on what you have experience building.
If you have free-time, you might also want to consider creating a skinnable template to be sold to multiple businesses.

Sure, it's correlative for technical reasons, iTunes / AppStore does not provide (yet, might change) a mechanism for that, so 3rd parties have to build their own. What is the best project management tool for a startup developing and scaling a mobile application?
I tried Basecamp, Jira, Unfuddle, Trello and PivotalTracker before for different projects which were developed with agile approach. All of them worked fine to me and I needed some time to setup my framework and processes there. I think it would be worth checking Trello or PivotalTracker which I personally like more than Basecamp because of better agile oriented structure.DL

Should our photo sharing app use Base64 Strings or Files using URLs to display images?
We have been asked this question before and it really depends on the situation and use case. 1. In depends on many factors. 2. Base64 encoding enlarges file sizes by up to 33% 3. Can you offer 1-month or 1-week trials on in-app purchases?
You can't offer trials or even easily make refunds accessible via in-app purchases. What you can do is actually make manual deposits or write checks back to the users who ask for it. But the purchase behavior associated with in-app purchases really shouldn't require any promise of a refund. In fact, doing so might make people *less* likely to purchase being that you're telegraphing a weak offering.
