I founded a VC fund and successfully backed over two dozen startup, seed and early stage ventures. There is a "new" type of security called a SAFE which allows you to raise money and to put off the valuation until the professionals come in on an A round. Failing that you can offer a simple proposition to the seed investors, a multiple and a round percentage. I have found that a 2X multiple and 1 percent per $25,000 is almost always compelling to both the issuer and the angel. Let me know if you need anything else.
Defining a valuation for a seed round for a startup can be pretty difficult. It depends if it's pre-product, pre-revenue, what market etc. It will also depend of the size of the round itself.

SAFE is definitely the best way to go if you're pre-revenue. Post-revenue, you can use exit multiples on top-line revenue to get close. I'd recommend having the investor suggest it and use a market-valuation if you don't want to set it yourself.
It's difficult really unless you have record of valuations of other companies who are in the same industry when they raised a similar round or had similar milestones completed.
Keep in mind a valuation isn't really a precise science but it's a measure of what the market is willing to pay to buy the equity you are selling.
As pointed out, there is no good answer based on business logic. What I would do is to ask the lead investor if there is one, what target multiple the want to obtain on their money, a 10 X is low, and when they expect to obtain it an how. The you can ask if the 1% per $25,000 will do that for them.
Avoid any attempt to do it based on projections, even if you have some revenue. The product will probably change so as to invalidate such a "promise".

Since no one has actually answered your question, let me try and give you some specific guidance: The "fair" range would probably land between $5m-$15m pre-money. For the low-end ($5-6m) to be fair, you'd be in a tiny (measured by total addressable market) with slow growth on that $2m as measured by either Year-Over-Year or month-over-month, depending on the sales model. Add a million to two million to the total pre-money the higher the TAM with no obvious incumbent to beat. Add an additional million to four million for better growth and proven, scaleable low customer acquisition costs. So that's how you would scale up or down a generally reasonable valuation. I would answer your question with more specificity had you provided the important contextual details like industry, where the company is located, business model, but at the very high level abstract, this should be helpful to you. After shepherding 300 equity crowdfunding raises through our platform I'd say all of them have a higher valuation. Reason is it is the entrepreneur that is calling the shots. It is the entrepreneurs offer on their terms on an equity crowdfunding platform. Once you get outside investors involved shaping the deal the valuation will most certainly go down. Agreed it may then be more realistic as everyone believes their company is more valuable than it is. My advice? Treat early investors fairly. Money is the lubricant to get your idea into reality. Give them a fair share of the business and they will reinvest when need be.PN

How is the valuation of a company determined?
Im not sure if i understood your question, but here i go: There are a few metrics that can be used (typically thought at MBA programs) but obviously accessible to leveraged investors through advisors and or legal aids. These metrics give an idea on value based on marketable assets, capital investments, liquidity, etc. depending on the startup's nature. Aside from the above, an investor pretty much decides on the spot. My first startup was funder out a simple idea being pitched and funding got me through beta, at which point we saw it was not worth pursuing. My second startup I funded myself after selling a company and then a group of investors valued the startup based on users (freemium model) and potential market cap. - for a market cap number you have to be reasonable too. Just because the market is worth 100billion doesnt mean you can cap at that.- Depending on the amount you ask for and who you pitch to, an investor might want to do a combination of revenue, users, assets, patents, contracts, pre orders, etc... Don't Outsource. Period. While there are big drawbacks with outsourcing related to building internal expertise the real reason I would never outsource at your stage is the need for speed and flexibility. Per your description, you are an early stage start-up with a MVP that is gathering data. Congratulations as that is a big accomplishment! However, you inevitably have a ton to learn about what your prospective customers need most and what customers deserve your attention most. The means you will be tweaking your product constantly for the foreseeable future and having to submit ideas to an outsourced team, make sure they understand what you want, wait for the new feature to be scheduled, etc is just too slow and too expensive. You should have your developers literally sitting next to you and (if you have one besides yourself) your product person so you can quickly and constantly share information. Good luck! What is the average pre-money valuation of a enterprise/SaaS stat-up that is pre-revenue?
There is no valuation until you sell something. An idea or a company is only worth what its sales are. Once you have your initials sales, sales strategy and forecasting length (ie 9 months from first customer lead to close) then you have a formula for valuation. Valuation for start-ups is generally 3.5 x last years sales model should be the growth factor. When you are looking for investors, you will want to have atleast 9-18 months of SALES, not just pipeline and they will be looking at 5x revenue for a 3-5 year payback.TP
